I have only encountered LatinAmericans here in Europe, but I’ve met quite a few.
I never had any trouble understanding Mexicans I met. They spoke more clearly and slowly than the madrileños I met them with.
Argentinians too spoke clearly but with a chunk of vocabulary I had never heard before.
Venezuelans spoke clearly but a bit faster than Mexicans.
Peruvians spoke fairly clearly too - the ones I met in a musical context had those strange singing voices that could soar into the stratosphere from a normal baritone (I’m talking about the guys here!).
Chilenos and Cubans were the hardest to understand - their speech was even more cerrado than that of some of my Andaluz buddies - who are lovely people but not awfully good at producing nice crisp consonants!.
