It’s difficult to make a generalization. How fast or slow people speak in Latin America depends on their personality, region and education.
it tends to happen that people from small towns or from the heart land speak slower and softer than people from big cities. But you can also find that their Spanish comes with mistakes because they have less education or they mumble more.
If you’re in a urban context and find yourself in low income neighborhoods, people might use more slang (that you won’t find in any Spanish book) and speak faster.
