First a bit of advise: Learning spanish from Spain is not the best thing to do unless you will be using the skill in Spain. If you will be traveling to the new continent then you will get lots of funny looks along the way as “Ceceso” is not much appreciated around this parts.
Now in regards to your question, people of the caribbean tend to speak really fast and loud. (Dominicans, cubans, Puerto Ricans) in the other hand central americans tend to speak the slowest (Costa ricans, Salvadorans, Nicaraguans..) South America is more or less in the middle although my Argentinian friends tend to really speed up sometimes.
To me the nicest of spanish speaking people are the colombians (formal) and mexicans (formal speech of middle/high class) See all items with this value
